Westmoreland Communities to Gain from Shale Impact Fees, Says Rossi

June 24, 2025

HARRISBURG – Rep. Leslie Rossi (R-Westmoreland) today announced nearly 345,000 in impact fees paid by Marcellus Shale drilling companies will benefit residents of the 59th Legislative District and Westmoreland County. In addition to the municipal funding, Westmoreland County will receive more than $1 million from the impact fees.

“These funds will directly support critical projects and services in our local communities, from infrastructure improvements to environmental initiatives,” said Rossi. “It’s good to see our residents benefit from the natural resources developed in our region.”

The following impact fee revenue amounts were announced by the state Public Utility Commission (PUC) for Westmoreland County and eligible municipalities that are part of the 59th District.

  • Boliver Borough - $831.
  • City of Latrobe - $12,311.
  • Cook Township - $6,547.
  • Derry Borough - $3,974.
  • Derry Township - $159,771.
  • Donegal Borough - $91.
  • Donegal Township - $9,210.
  • Fairfield Township - $30,679.
  • Laurel Mountain Borough - $364.
  • Ligonier Borough - $2,539.
  • Ligonier Township - $23,809.
  • Mount Pleasant Township - $20,453.
  • New Florence Borough - $1,492.
  • Seward Borough - $860.
  • St. Clair Township - $8,447.
  • Unity Township - $37,558.
  • Youngstown Borough - $396.

Under Act 13 of 2012, impact fees are collected from the drilling companies with 60% returned to counties and municipalities affected by drilling. The rest of the money goes into a Marcellus Shale Legacy Fund, a portion of which is provided to counties. The remaining funds are used by the state for emergency response planning, training and other activities; water, storm water, and sewer system construction and repair; infrastructure maintenance and repair; as well as statewide environmental initiatives.
Checks to municipalities are expected to be distributed in early July.
