Rossi Announces State Funding for Westmoreland County Infrastructure and Community Projects

WESTMORELAND COUNTY – Rep. Leslie Rossi (R-Westmoreland) today announced more than $2 million in state funding has been awarded to municipalities across the district through the Local Share Account (LSA) and the Greenways, Trails and Recreation Program (GTRP) to support critical infrastructure upgrades and community enhancements.
The following LSA grants, funded through gaming revenues, were awarded:
• Bolivar Borough – $487,134 to replace a failing storm sewer system that has caused flooding, sinkholes, and drainage issues throughout the borough.
• City of Latrobe – $34,306 to replace outdated and malfunction-prone police radios, ensuring reliable communication for full-time officers.
• City of Latrobe – $39,870 to purchase police body cameras, software, and related equipment to enhance transparency and strengthen trust between law enforcement and the community.
• City of Latrobe – $49,549 to purchase police drones, docking stations, and related equipment to improve search capabilities and allow officers to better assess risk before responding to incidents.
• Derry Borough Municipal Authority – $50,000 to replace aging waterline infrastructure along Mentor Street.
• Latrobe Municipal Authority – $200,000 for electrical and SCADA system upgrades at critical sewer control facilities in Latrobe City and Unity Township to address flood damage, improve system compatibility, and protect infrastructure.
• Mount Pleasant Township – $187,191 to repave deteriorated streets in the Chestnut Acres residential development.
• Unity Township – $191,705 to retrofit the Janwood Drive stormwater pond to improve stormwater management and reduce pollution.
• Unity Township – $427,000 to replace the deteriorated Monastery Drive bridge, which has reached the end of its useful life and requires full replacement to ensure public safety.
• Youngstown Borough Municipal Authority – $350,000 to extend and upgrade waterline infrastructure along National Road and James Lane.
Rossi advocated for funding with Sen. Kim Ward (R-Westmoreland) and Sen. Joe Pittman (R-Armstrong/Indiana/Jefferson/Westmoreland).
“These LSA grants will help our communities address aging infrastructure, improve public safety and protect water quality, all while easing the burden on local taxpayers,” said Rossi. “These projects represent smart investments that will serve residents for years to come.”

Thoughtful investments in local infrastructure and economic development initiatives help ensure municipalities can meet the needs of residents now and into the future. This is an exciting day as the funding will help address local priorities, support economic growth, and improve quality of life across the county.”
Rossi also announced $28,815 in Greenways, Trails and Recreation Program funding for Derry Borough to transform a vacant downtown lot into a public gathering space with walkways, seating and green space to support community events and local tourism.
Both grant programs are administered by the Commonwealth Financing Authority to support infrastructure, recreation and community development projects across Pennsylvania.
