Rossi Highlights Impact Fee Distributions for Roads, Public Safety, Community Improvements

HARRISBURG - Rep. Leslie Rossi (R-Westmoreland) today announced municipalities throughout the 59th Legislative District will receive more than $502 million in Marcellus Shale impact fee revenue to support local infrastructure, public safety, environmental initiatives and other community priorities.
“Impact fee revenue provides municipalities with critical resources to address local priorities and invest in projects that strengthen our communities,” said Rossi. “From infrastructure improvements and public safety services to environmental stewardship, these funds help enhance quality of life for residents while returning the benefits of Pennsylvania’s energy production to the communities that help make it possible.”
The following impact fee disbursements were announced for municipalities in the 59th Legislative District:
• Bolivar Borough - $1,342.
• City of Latrobe - $19,874.
• Cook Township - $10,570.
• Derry Borough - $6,419.
• Derry Township - $247,337.
• Donegal Borough - $148.
• Donegal Township - $14,867.
• Fairfield Township - $47,733.
• Laurel Mountain Borough - $589.
• Ligonier Borough - $4,099.
• Ligonier Township - $37,853.
• Mount Pleasant Township - $33,045.
• New Florence Borough - $2,408.
• Seward Borough - $1,385.
• St. Clair Township - $13,239.
• Unity Township - $60,647.
• Youngstown Borough - $635.
Westmoreland County will receive more than $1.67 million in total impact fee revenue.
For the 2025 reporting year, natural gas producers paid nearly $244 million in impact fees statewide, bringing the total amount distributed through the program to more than $3.12 billion since it began in 2012.
Under Act 13 of 2012, impact fees are collected from natural gas drilling companies and distributed to counties and municipalities affected by development activity. A portion of the funding also supports the Marcellus Shale Legacy Fund and statewide initiatives, including environmental programs, emergency response planning and training, water and sewer infrastructure projects, and transportation improvements.
