Rossi Secures Funding for Westmoreland County Projects

WESTMORELAND COUNTY - Rep. Leslie Rossi (R-Westmoreland) today announced more than $3.2 million in Local Share Account (LSA) grants have been approved by the Commonwealth Financing Authority (CFA) to support critical infrastructure improvements, public safety, municipal operations and community projects across Westmoreland County.

Local Share Account grants are funded through gaming revenues under Act 71 of 2004 and are used to support economic development, community improvement and other projects that enhance the quality of life for Pennsylvania residents.

“These grants are about making smart investments that deliver results for the people of Westmoreland County,” said Rossi. “Whether it’s replacing failing infrastructure, improving roads and wastewater systems, equipping our first responders or helping municipalities keep up with essential services, these projects address our needs and will strengthen the 59th District for years to come.”

The approved projects for the 59th District include:

• Bolivar Borough - $656,000 to replace the borough’s deteriorated, more than 100-year-old clay storm sewer system around Market Street. The project will install properly sized trunk lines, laterals and inlets to address flooding, sinkholes, roadway icing and property damage. LSA funds will be used for construction, engineering and administrative costs.

• City of Latrobe - $461,857 to design, permit and construct a new bioretention pond as part of the city’s Pollution Reduction Plan. The project will treat stormwater runoff from approximately 45 acres of residential development, reduce pollutant loads entering Loyalhanna Creek and help reduce downstream flooding and peak flows. LSA funds will be used for infrastructure, engineering and administrative costs.

• Cook Township - $54,082 to purchase a new excavator for municipal maintenance projects. The new equipment will replace aging machinery that is increasingly expensive to repair and will allow the township to complete necessary work more efficiently.

• Cook Township - $142,500 to resurface Armel Hollow Road, a main roadway through the municipality that has experienced deterioration from daily traffic and extreme weather. LSA funds will be used for construction costs.

• Derry Borough - $147,361 to improve the sanitary sewer system by installing and upsizing sections of sewer line, retrofitting existing manholes and completing roadway restoration. The improvements will increase system capacity and reduce the risk of flooding caused by inflow and infiltration. LSA funds will be used for construction, engineering and administrative costs.

• Derry Township Municipal Authority - $217,233 for improvements to several pump stations and the authority’s office and shop. The project includes roof replacement, a new alarm dialer system, software upgrades, a wet well aeration system and emergency generator and transfer switch installations to improve reliability and continuity of operations. LSA funds will be used for construction, engineering and administrative costs.

• Donegal Borough - $500,000 to construct a complete public sanitary sewer system to replace failing on-lot septic systems. The project will install approximately 10,910 feet of gravity sewer, 1,871 feet of force main and two pump stations, eliminating untreated sewage discharges, protecting water quality and removing a public health hazard. LSA funds will be used for construction, engineering and administrative costs.

• Donegal Township - $114,435 to construct an addition to the township office building to provide dedicated office space for two officials and improve public access to township services.

• Ligonier Borough - $367,500 to replace the outdated restroom facility at Friendship Park with a modern, fully accessible building that meets current codes and visitor needs. The project also includes utility upgrades and an accessible route connecting the parking area and playground to the restrooms. LSA funds will be used for renovation, engineering and administrative costs.

• Ligonier Township - $200,000 to purchase a new 10-ton dump/plow truck equipped with a dump body, spreader and snowplow kit. The new vehicle will replace an aging 2001 truck and improve road maintenance, snow removal and public safety operations.

• Mount Pleasant Township - $254,081 to purchase a new Mack municipal truck and associated equipment. The vehicle will replace an existing truck that has reached the end of its useful life and requires costly ongoing repairs.

• Seward Borough, on behalf of the Volunteer Fire Department and Relief Association of Seward - $53,316 to purchase a UTV, rescue skid and rescue trailer for brush-fire response and search and rescue operations in surrounding state game lands.

• St. Clair Township - $65,000 to purchase a new tractor with a boom mower for road maintenance, storm sewer work, hauling materials and maintaining sight lines along township roads. The new equipment will replace a vehicle that has reached the end of its useful life.

The Commonwealth Financing Authority is an independent agency responsible for administering state investments that promote economic growth, infrastructure development and community revitalization throughout Pennsylvania.
